Term Limits on Congress Convention Resolution Filed in South Dakota
Pierre, SD — South Dakota state Rep. Greg Jamison (district 12) has filed a resolution, House Joint Resolution 5002 (HJR5002) for term limits on Congress. The measure initiates an application to participate in an amendment proposal convention specific to limiting the time a member of Congress may hold office. The measure is being spearheaded by U.S. Term Limits (U.S.T.L.), the only national nonprofit focused solely on term limits.
Additional house sponsors are Reps. Auch, Aylward, Deutsch, Hansen, Jensen (Kevin), Jensen (Phil), Mills, Odenbach, and Perry and Senators Pischke, Hoffman (Brent) and Stalzer.
HJR5002, if passed, would put Congress on notice that South Dakota plans to invoke Article V of the U.S. Constitution whereby 34 state legislatures can team up for a convention to propose a congressional term limits amendment.
Philip Blumel, the president of U.S.T.L, commended the sponsors for working on such an important electoral reform. Blumel said, “The people of South Dakota are lucky to have public servants who see what is going on in D.C. and are willing to take action to fix it. By using Article V to term limit Congress, the states can restore citizen representation on Capitol Hill.”
Blumel also noted the high popularity of congressional term limits, which receives 87% support from Republicans, 83% support from Democrats and 75% support from independents nationwide, according to the most recent national poll by Scott Rasmussen of RMG Research.
Once HJR5002 passes both chambers of the state legislature this session, South Dakota will put Washington, D.C. on notice that it intends to join other states in calling for a convention for the exclusive purpose of proposing term limits on the U.S. Congress. Once 34 state legislatures apply for the convention and approve a term limits amendment proposal, it must be ratified by 38 states to become part of the U.S. Constitution.
