From Broken Pledges to Federal Indictments: The Unraveling of Rep. Sheila Cherfilus-McCormick

Representative Sheila Cherfilus-McCormick (D-FL) once marketed herself as a new breed of politician, even signing the U.S. Term Limits pledge to signal her commitment to reform. However, for the embattled congresswoman representing Florida’s 20th District, actions have increasingly spoken louder than words. While she maintains her innocence amid a mountain of legal troubles, her track record of broken promises—starting with her refusal to cosponsor the very term limits legislation she pledged to support—paints a portrait of a politician whose rise to power is now under intense scrutiny.

The $5 Million Windfall and the Ethics Bombshell Following the March 26th public hearing, a bipartisan panel of the House Ethics Committee found Cherfilus-McCormick guilty of 25 counts of misconduct on Friday. March 27. The chief allegation is staggering: the illegal funneling of a $5 million overpayment in COVID-era funds from the state of Florida into her successful 2022 special election campaign.

The seeds of the scandal were sown when the Florida Division of Emergency Management intended to pay Cherfilus-McCormick’s company, Trinity Healthcare Service, $50,578.50 for COVID vaccination efforts. Instead, the agency mistakenly disbursed $5,057,850.00—exactly 100 times the intended amount.

Rather than returning the windfall, the House Ethics Committee alleges that Cherfilus-McCormick, who had failed in congressional bids in 2018 and 2020, repurposed the money. She reportedly loaned her campaign $4.7 million, a move that fueled a razor-thin five-vote upset victory in the Democratic primary.

Federal Charges and Alleged Corruption The ethics findings are only part of the congresswoman’s legal nightmare. In November, federal prosecutors indicted Cherfilus-McCormick on charges of stealing the COVID funds. The indictment further alleges she orchestrated a straw donor scheme to net her campaign an additional $25,000 and filed a false tax return. Her brother, chief of staff, and tax preparer were also named in the indictment.

In a brief statement, Cherfilus-McCormick dismissed the case as an “unjust, baseless, sham indictment.” Yet, the House Minority Leader, Hakeem Jeffries, has already relieved her of her role as chair of a Foreign Affairs subcommittee as the case proceeds.

A Pattern of Broken Promises While Cherfilus-McCormick claims she is a victim of a “sham” investigation, critics point to her history of political expediency. Before entering Congress, she signed the U.S. Term Limits pledge, a written commitment to support a constitutional amendment limiting the number of terms a member of Congress can serve.

However, upon reaching Washington, she reneged on that promise. Most notably, she has refused to cosponsor H.J.Res. 12, the specific resolution in the U.S. House that would trigger the term limits process. For many voters, this reversal was the first sign that her public declarations did not match her private actions.

The Road Ahead: Expulsion and Primaries The eight-member House subcommittee announced that the full committee will hold a hearing after the House returns from recess on April 14 to determine sanctions. Cherfilus-McCormick could face expulsion, which requires a two-thirds vote of the House.

Even if she survives the House proceedings, her political future is in jeopardy. She faces multiple primary challengers in her safely blue district, including a potential rematch with former Broward County Commissioner Dale Holness.

As the legal and ethical cases mount, the congresswoman continues to assert her innocence. However, between the $5 million “mistake” that funded her career and the broken pledge on term limits, the gap between her rhetoric and her record continues to widen. For Rep. Cherfilus-McCormick, the “actions” of the past three years are speaking much louder than any public statement of innocence.
