North Carolina House Rules Committee Passes Resolution to Term Limit Congress
Raleigh, NC — Today, the North Carolina House Rules committee favorably passed Speaker Tim Moore’s resolution, House Joint Resolution 151 (HJR151) for term limits on Congress. The measure initiates an application to participate in an amendment proposal convention specific to limiting the time a member of Congress may hold office. HJR151 has 31 sponsors signed on.
The resolution is being spearheaded by U.S. Term Limits (USTL.), the only national nonprofit focused solely on term limits.
Fifty-six lawmakers in the state have signed the pledge committing to support this resolution.
HJR151 is scheduled for a vote on the House floor Wednesday, March 7th.
Once passed in both chambers, this resolution would put Congress on notice that North Carolina plans to invoke Article V of the U.S. Constitution whereby the state legislatures convene for the exclusive purpose of proposing a congressional term limits amendment.
Philip Blumel, the president of USTL, commended the sponsors for working on such an important electoral reform. Blumel said, “The people of North Carolina are lucky to have a public servant like Speaker Moore who sees what is going on in D.C. and is willing to take action to fix it. By using Article V to term limit Congress, the states can restore citizen representation on Capitol Hill.”
Blumel also noted the high popularity of congressional term limits, which receives 84% support from Republicans, 80% support from Democrats and 83% support from independents nationwide, according to the most recent national poll by McLaughlin & Associates.
Once this resolution passes both chambers of the state legislature this session, North Carolina will join other states in calling for term limits on the U.S. Congress. After 34 state legislatures apply for the convention and approve a term limits amendment proposal, it must be ratified by 38 states to become part of the U.S. Constitution.
