VICTORY: Arizona Legislature Turns Up Heat on Congress by Passing Term Limits Resolution
Phoenix, AZ – Today, the Arizona State Senate passed HCR2043, a resolution calling for a convention to propose term limits on Congress, with a vote of 16 yeas and 13 nays. Led by Senator JD Mesnard and Representative Jeff Weninger, this resolution is part of a growing national movement to encourage Congress to propose a term limits amendment by showing that the states are ready to act. This makes 8 states that we have passed in the last two years.
This achievement, driven by the nonpartisan organization U.S. Term Limits, reflects rising public demand for reform in Washington, D.C. By passing HCR2043, Arizona sends a clear message to Congress: the states are serious about congressional term limits, and momentum is building. The resolution serves as a powerful tool to spur Congress into taking the lead on proposing a term limits amendment before the states do it through a convention.
Under Article V of the U.S. Constitution, 34 states are required to pass similar resolutions for a convention to be called. Historically, as the number of states calling for a convention increases, Congress has responded by acting first to address the issue at hand. Arizona’s action adds to this growing pressure and increases the likelihood that Congress will take initiative.
Philip Blumel, President of U.S. Term Limits, remarked, “Eighty-seven percent of Americans support term limits on Congress, with strong majorities across party lines. By passing this resolution, Arizona is helping remind Congress that the American people expect action — and that expectation is only growing stronger.”
HCR2043 received bipartisan support in both chambers of the Arizona legislature. With the state senate passing the resolution today and the state house approving it earlier this session, the resolution is now officially enrolled.
“All the sponsors and cosponsors played a vital role in this victory,” Blumel added. “Arizona has taken an important step toward showing Congress that the time for action on term limits is now.”
